An Act
to amend
20.435 (5) (bc); and
to create
46.48 (32) of the statutes;
relating to:
contracts for establishing peer-run respite centers and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

20.435 (5) (bc) of the statutes is amended to read:

Grants for community programs.
The amounts in the schedule for grants for
and contracts to establish
community programs under s. 46.48. Notwithstanding ss. 20.001 (3) (a) and 20.002 (1), the department may transfer funds between fiscal years under this paragraph. Except for amounts authorized to be carried forward under s. 46.48 and as otherwise provided in this paragraph, all funds allocated but not encumbered by December 31 of each year lapse to the general fund on the next January 1 unless carried forward to the next calendar year by the joint committee on finance. Notwithstanding ss. 20.001 (3) (a) and 20.002 (1), the department shall transfer from this appropriation account to the appropriation account for the department of children and families under s. 20.437 (2) (dz) funds allocated by the department under s. 46.48 (30) but unexpended on June 30 of each year.

46.48 (32) of the statutes is created to read:

Peer-run respite center contracts.
The department shall contract with a peer-run organization to establish peer-run respite centers for individuals experiencing mental health conditions or substance abuse.

Fiscal changes.
(1)
Peer-run respite center contracts.
In the schedule under section 20.005 (3) of the statutes for the appropriation to the department of health services under section 20.435 (5) (bc) of the statutes, as affected by the acts of 2013, the dollar amount is increased by $125,000 for the first fiscal year of the fiscal biennium in which this subsection takes effect to contract with peer-run organizations to establish peer-run respite centers. In the schedule under section 20.005 (3) of the statutes for the appropriation to the department of health services under section 20.435 (5) (bc) of the statutes, as affected by the acts of 2013, the dollar amount is increased by $125,000 for the second fiscal year of the fiscal biennium in which this subsection takes effect to contract with peer-run organizations to establish peer-run respite centers.
