    2011 WISCONSIN ACT 152
    An Act to repeal 287.07 (4m) (b) 2. and 287.07 (4m) (c); to consolidate, renumber and amend 287.07 (4m) (b) (intro.) and 1.; and to create 287.07 (4m) (bm) of the statutes; relating to: the disposal of oil absorbent materials.
    The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
    Section 1 . 287.07 (4m) (b) (intro.) and 1. of the statutes are consolidated, renumbered 287.07 (4m) (b) and amended to read:
    287.07 (4m) (b) Beginning on January 1, 2011, no person may do any of the following: 1. Dispose dispose of a used oil filter in a solid waste disposal facility.
    Section 2 . 287.07 (4m) (b) 2. of the statutes is repealed.
    Section 3 . 287.07 (4m) (bm) of the statutes is created to read:
    287.07 (4m) (bm) Beginning on the effective date of this paragraph .... [LRB inserts date], no person may dispose of oil absorbent materials containing waste oil in a solid waste disposal facility unless all of the following apply:
    1. Waste oil has been drained so that no visible signs of free-flowing oil remain in or on the oil absorbent materials.
    2. The oil absorbent materials are not hazardous waste, as defined in s. 289.01 (12).
    Section 4 . 287.07 (4m) (c) of the statutes is repealed.
