    2009 WISCONSIN ACT 270
    An Act to repeal 20.143 (1) (ep); and to create 20.143 (1) (ep) of the statutes; relating to: a grant to Wisconsin Workforce Development Association from the Department of Commerce and making an appropriation.
    The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
    Section 1 . 20.005 (3) (schedule) of the statutes: at the appropriate place, insert the following amounts for the purposes indicated: - See PDF for table PDF
    Section 2 . 20.143 (1) (ep) of the statutes is created to read:
    20.143 (1) (ep) Wisconsin Workforce Development Association grants. As a continuing appropriation, the amounts in the schedule for grants under 2009 Wisconsin Act .... (this act), section 4 (1).
    Section 3 . 20.143 (1) (ep) of the statutes, as created by 2009 Wisconsin Act .... (this act), is repealed.
    Section 4 . Nonstatutory provisions.
    (1) Grants to Wisconsin Workforce Development Association. From the appropriation under section 20.143 (1) (ep) of the statutes, as created by this act, the department of commerce shall award grants to the Wisconsin Workforce Development Association for purchasing and installing a fully integrated video conferencing system to be used by at least 20 job centers across the state for collaborative meetings, career guidance workshops, and other purposes as determined by the Wisconsin Workforce Development Association. The total amount of grants awarded under this subsection may not exceed $710,000. The department shall enter into an agreement with the Wisconsin Workforce Development Association that requires the Wisconsin Workforce Development Association to operate the system purchased and installed with grant proceeds for at least 5 years after the date of purchase and to invest any resulting savings, minus the cost of operating the system, to assist unemployed and underemployed workers.
    (2m) Required general fund balance. Section 20.003 (4) of the statutes does not apply to the action of the legislature in enacting this act.
    Section 5 . Effective dates. This act takes effect on the day after publication, except as follows:
    (1) The repeal of section 20.143 (1) (ep) of the statutes takes effect on June 30, 2011.
