"Every act and every portion of an act enacted by the legislature over the governor's partial veto which does not expressly prescribe the time when it takes effect shall take effect on the day after its date of publication as designated" by the secretary of state [the date of publication may not be more than 10 working days after the date of enactment].2007 WISCONSIN ACT 218An Act relating to: coverage of long-term care districts under the Wisconsin Retirement System.The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:Section 1 . Nonstatutory provisions.(1) Participation of long-term care districts in the Wisconsin Retirement System. Notwithstanding section 40.21 (1) of the statutes, if the governing body of a long-term care district, created under section 46.2895 (1) of the statutes, as affected by 2007 Wisconsin Act 20 , adopts a resolution to elect to become a participating employer under the Wisconsin Retirement System before May 15, 2008, and official notice of that election is received by the Department of Employee Trust Funds on or before May 15, 2008, the effective date of the participation of the long-term care district is July 1, 2008.
